What is being proposed?
A 49.9MW solar farm on around 177 acres of productive farm land including:
Approximately 100,368 photovoltaic solar panels which will run west to east
Ten inverter units distributed among the panels
A substation protected with a galvanised steel palisade fence (to be built in the southwest corner, adjacent to the
battery storage facility)
2.5m Deer fencing around each field plus CCTV
Where is the proposed development?
To the South of Ginns Road – between Berden and Stocking Pelham. The Western boundary of the
site will be the access road to the National Grid substation. See the map above.
Who is the developer?
The developer is Statera Energy. Statera describes itself as “a fully integrated developer, owner and operator of flexible infrastructure”.
Statera is responsible for building the large battery plant which sits at the top of the access road to Pelham sub-station (shown on the attached map).
Statera Energy is managed by InfraRed Capital Partners which aims to “unlock capital growth potential of
new development infrastructure and maintaining existing operational infrastructure to ….. generate
long, predictable income streams for investors”
Statera has NO TRACK RECORD of building solar “farms” – it’s business has been focussed on
building battery storage.
We anticipate that Statera will sell on the Pelham Solar development to a third party if it succeeds in getting planning permission.
How far advanced are these proposals?
In June 2021, Statera applied to Uttlesford District Council asking for a Screening Opinion (which set out whether a full Environmental Impact Assessment (EIA) s needed). Uttlesford issued their response in November 2021, and concluded that an EIA is not required.
